Angel Lazaro & Associates International (ALAI) was established in 1938 and started with structural and civil works design. After more than 80 years of professional practice, ALAI has grown and widened its scope of services. ALAI has extensive experience in various aspects of design, construction, maintenance, reconstruction and rehabilitation /retrofitting for various infrastructure projects. ALAI has provided consultancy services from feasibility studies, detailed engineering to construction supervision. ALAI also has participated in various Public-Private-Partnership (PPP) projects.
Angel Lazaro & Associates International (ALAI) was established by Angel Lazaro, Jr. It started as a very modest office and through the years the firm grew and is currently organized as a partnership with Angel L. Lazaro III as Managing Partner and Michelle Lazaro-Payumo as Partner. ALAI is an independent consulting firm with no affiliation, direct or indirect, with any contracting or manufacturing organization in the Philippines. As a partnership engaging in the practice of civil engineering and architecture, and in accordance with Section 24 of Republic Act No. 544 (Civil Engineering Law) and Section 34 of Republic Act No. 545 (Architecture Law), only licensed and registered civil engineers and architects are qualified partners of ALAI.

Professional in the field of Civil Engineering
Angel Lazaro & Associates International was founded by Angel Lazaro Jr. in 1938.
He was a true builder, both a Civil Engineer and an Architect, he designed and led the construction of several structures that have served the needs of the society for over 60 years. He taught in the university, passing on to students both the knowledge of a scholar and the wisdom of a well-seasoned practitioner.
He helped found and for a long time, led the United Architects of the Philippines. As a young man he exhibited the virtues of discipline, diligence and dedication to his aspirations. He graduated valedictorian of his class in 1934 and he topped the licensure examinations for both Civil Engineering in 1938 and Architecture in 1962.
He took this same zeal for excellence to his work as could be evidenced by the numerous awards and recognition given to him by his peers.
He also had that same zeal for life! He traveled with family and continued to work until his late 90s and pushed the causes he believed in.
Angel Lazaro Jr. had laid the groundwork for his children and the Company to further build upon.

Managing Partner
Dr. Angel L. Lazaro III is a registered Civil Engineer and Environmental Planner born on August 23, 1943. He is the receiver of Certificates of Recognition as Structural Engineer and Civil Engineering Educator from the Board of Civil Engineering. He was also acknowledged as the Most Outstanding Civil Engineer Award from the Professional Regulation Commission in 1994, and the Professional Award in Engineering from the UP Alumni Engineering Association in 1989. Dr. Lazaro has more than 35 years practice in different civil engineering projects including buildings, highways, bridges, water systems, port works and industrial estates.
He held the position of Chairman of the Board of Civil Engineering, Professional Regulatory Commission. Dr. Lazaro was also formerly the Administrator and member of the Board of Trustees of the Metropolitan Waterworks and Sewerage System (MWSS), member of the Board of the Toll Regulatory Board (TRB), Member of the Technical Panel for Engineering, Technology and Architecture, Full Professor and Dean of the College of Engineering of De La Salle University and Associate Professor of Civil Engineering, University of the Philippines.
Dr. Lazaro is the precedent National President and Fellow of the Philippine Institute of Civil Engineers (PICE). He is also Past President of the Confederation of Filipino Consulting Organizations (COFILCO), National Society for Seismology and Earthquake Engineering of the Philippines (NSSEEP), Philippine Federation of Professional Associations (PFPA), Road Engineering Association of the Philippines (REAP), Philippine Association for Technological Education (PATE), American Concrete Institute, Philippine Chapter (ACI-RP) and Council of Filipino Consultants (COFIC). Adding up, he is the Director or member of numerous other professional, academic, civil, and social organizations.
Dr. Lazaro has a Bachelor’s degree in Civil Engineering from the University of the Philippines. He also has a Doctor of Philosophy (PhD) and two Masters degrees from Princeton University, New Jersey, USA, where he performed research on structural concrete.
He is at present the Managing Partner of Angel Lazaro and Associates, Consulting Architects and Engineers.

Michelle L. Lazaro-Payumo holds an M.Eng. from Cornell University and a B.S.C.E. degree from the University of the Philippines. She is a Registered Civil Engineer and an EIT licensee in the State of New Hampshire, USA. Michelle taught at the Engineering Science Department of the University of the Philippines and at the College of Engineering at the De La Salle University after she received her Bachelor’s Degree. Then Michelle worked as a Project Engineer for a chimney construction company in the US and afterwards worked as Structural Engineer for Ove Arup in Boston.
